El COSOC es un órgano de participación ciudadana establecido por la Ley Nº 20.500 en Chile. Su objetivo principal es fomentar la participación de la sociedad civil en el diseño, seguimiento y evaluación de las políticas y programas de las instituciones públicas a nivel comunal.
En Taltal se acaba de constituir el Consejo de la Sociedad Civil con representantes de organizaciones comunitarias y territoriales entre las que están juntas vecinales, comités de vivienda, gremios productivos, de agricultura, asociación de taxis, entre otros, para un periodo de cuatro años. En esta primera sesión se determinaron también las fechas de las reuniones periódicas que se realizarán durante 2023.
Su presidente es el alcalde Guillermo Hidalgo y el vicepresidente elegido por votación es Wilson Ocampo quien precisó que "es un desafío importante y una gran responsabilidad. Aseguramos una representación diversa y equitativa de las organizaciones sociales y funcionales de nuestra comuna para avanzar con participación activa de la ciudadanía en la gestión pública, haciendo frente a nuestras particularidades y demandas comunes como el mejoramiento de la seguridad".
Seguridad entre las prioridades
Empezar a trabajar para establecer vínculos con las autoridades y organizaciones pertinentes en aras de mejorar la seguridad y convivencia es el interés primordial de Yubitza Arancibia, nueva consejera de seguridad pública junto a Luis Aguilar.
"Esta será una experiencia nueva para mí, pero con toda la disposición a representar y coordinar con los demás consejeros, las acciones relacionadas con la seguridad, recopilar y analizar la información respectiva como estadísticas delictivas, tendencias, percepción de seguridad de la gente; también acompañar programas de prevención" sostuvo Arancibia.
Y agregó que "además de escuchar las preocupaciones y propuestas de la comunidad, tenemos el deber de canalizarlas hacia las autoridades competentes, fortalecer la colaboración, coordinación y comunicación efectiva para implementar las acciones de seguridad de manera conjunta".
Eva Pizarro, Coordinadora de Organizaciones Comunitarias y Discapacidad de Taltal explicó que los consejeros y consejeras tomaron ya posesión y su rol será informativo y consultivo: "Tienen atribuciones para pedir, recibir y entregar información a las autoridades, al Concejo Comunal y a la comunidad. Una de las acciones próximas será apoyar la implementación del plan de patrullaje, el que considera rutas seguras, horarios e intervenciones asociadas".
Finalmente, el mensaje del alcalde Guillermo Hidalgo a los nuevos miembros del COSOC fue de agradecimiento por su compromiso y participación: "Como alcalde, entiendo la importancia de trabajar de la mano con la comunidad para abordar los desafíos relacionados con la seguridad y promover una convivencia pacífica en nuestro querido territorio. El COSOC es un espacio valioso donde podemos unir fuerzas, intercambiar ideas y colaborar activamente en lograr que todos los vecinos y vecinas puedan vivir en un entorno libre de violencia, poniendo énfasis en la prevención del delito, la promoción de la participación ciudadana y la mejora de la coordinación con las fuerzas de seguridad y otras organizaciones relevantes".
